The small nation of Brunei Darussalam (pop. 443,000) has developed a Digital Payment Roadmap for Brunei Darussalam 2019-2025, which describes digital payments and development sandboxes for Fintech, but not Open Banking. 

Brunei Darussalam ranked 32nd out of 134 countries in Wiley’s Digital Skills Global Index 2021.
